Representative Coghill moved and asked unanimous consent that the                                   
House consider the Senate message (page 1956) on the following at                                   
this time:                                                                                          
                                                                                                    
    HOUSE BILL NO. 313                                                                              
    "An Act authorizing a pilot program relating to state procurement                               
    and the use of electronic commerce tools; and providing for an
